change language

Hi,

I wanna ask is there's way to change the language of the main program ?
I try to change the label of a gtklabel with changing the language with alt + shift in windows,
but when I try to run it, it has problems showing the characters in new language,
I wanna ask if there's a way to change the language ? I mean if there's a specific method on php or gtk+ ?
